Quote

Samuel "Starr" Saxon began his supervillain career as Daredevil's enemy Mr. Fear, but after an accident he became a living program capable to move his conscience to one mechanism to another, known as Machinesmith, and became a more frequent threath to Captain America. He is a master robot-maker who has worked for the Red Skull.

For a short time, Machinesmith left his villainous ways to work for Tony Stark, but it didn't last. Machinesmith used his powers to enter Captain America's brain (under the idea that the human mind is a sort of biological mechanism) to get some state secrets like weapon codes, and so he made the president of the U.S.A. believe Captain America had gone traitor. An expatriated Rogers sought Machinesmith in Moldavia, and found the villain was going to enter the president's mind to get his nuclear codes. Rogers found himself forced to get Doctor Doom's help to reach Machinesmith in time and save the president.
