Flag-Smasher is the leader of ULTIMATUM, an organization dedicated to abolish nations to create world peace. His extremist methods put him in conflict with Captain America.
When Flag-Smasher finds out his latest doomsday device was funded by the Red Skull, he decided that accepting a nazi's help to save the world was the ultimate act of hypocrisy, so he decides to get Captain America's help to destroy the device, which causes his men to turn against him.
Unfortunately for Flag-Smasher, by then the man in Captain America costume is not his old foe Steve Rogers, but rather John Walker. Flag-Smasher threathens an U.S. arctic base to lure Captain America there and ask his help, but after noticing this Captain's disregard for human life, he captures the "imposter" and tells Walker's partner Battlestar to bring the real Captain America. Battlestar returns with Rogers (now as the Captain) and D-Man, and while Battlestar frees Walker, Rogers and Flag-Smasher destroy the Red Skull's doomsday weapon.
