Alexander Pierce is a member of the World Security Council and a senior leader within S.H.I.E.L.D. But unknown to S.H.I.E.L.D., he is also a high-ranked member of HYDRA. He was the thought to be fifth protagonist, but later in the story, he is revealed to be the main antagonist of Captain America: The Winter Soldier.
